Error message when you open a Web page that uses Excel Web Access in SharePoint Server 2007: "You do not have permissions to open this file on Excel Services" or "Excel cannot load the workbook that you requested"


An Excel Access Web Part is a SharePoint technology that displays an Excel workbook from a document library. You can connect an Excel Web Access Web Part to any workbook in a SharePoint document library, and then use it on a dashboard or other SharePoint page. For example, you might want to display selected elements of a quarterly report on a dashboard.

Problem description:
You open a Web page that uses Excel Web Access in Microsoft Office SharePoint Server 2007. If Excel Web Access uses a file from a UNC path that is in a trusted location, the file does not open.

Additionally, you receive one of the following error messages:
You do not have permissions to open this file on Excel Services. Make sure that the file is in an Excel Services trusted location and that you have access to the file.
Excel Services cannot load the workbook that you requested.

Workarounds:
To work around this issue, use one or more of the following methods, as appropriate for your situation:
• Make sure that the location type for the trusted location is in UNC format. 
• Make sure that the file access method on the server is set to process account. 
• Make sure that the account that is running Excel Services has permissions to access the UNC share.

You do not have permissions to open this file on Excel Services


If you are troubled with the above errors in SharePoint while publishing and viewing the excel services forms in browser then I believe you are in the right place. I am not sure if my guidelines will solve your problem but at least it solved my issues.

Resolution:
1. In SharePoint Central Administration, go to 'Manage this farm's shared services'

2. Select your shared service. (Default is SharedServices1)

3. In 'Excel Services Settings' select Edit Excel Services settings.

4. Ensure that File Access method is Process Account. Click OK.

5. Back in 'Excel Services Settings' select 'Trusted File Locations'

6. Add a new Trusted file Location:
 > URL: Specify the report library or the entire portal

 > Location Type: Windows SharePoint Services

 > Children: Trusted

You do not have permissions to open this file on Excel Services

Hello Guys,
If you receive the following Exception when you try to open the sample workbook or another workbook try the following steps:


You do not have permissions to open this file on Excel Services.Make sure that the file is in an Excel Services trusted location and that you have access to the file.

1.Open Central Administration -> go to Operations tab -Ensure that the Excel Service is running.
2.Open Central Administration -> go to your configured Shared Service -> click Excel Service Settings.

-File Access Method: ensure that it is not using Impersonation, instead the Option Process Account should be enabled.

3. Open Central Administration -> go to your configured Shared Service -> click add new trusted file location
-Field URL: here you can specify a report library or the whole portal
-Location Type: should be Windows SharePoint Services
-Children trusted: defines whether the children should also be trusted or only the definied path
